Background
Francesco "Fran" Hart was born and raised in Kingston-upon-Thames, England, a second-generation immigrant born to a Sicilian mother and British father. Growing up, he was always fascinated with law enforcement, often pretending to be a police officer during his playtime with friends. As a child, he had a great sense of justice, which later evolved into a passion for serving and protecting his community.
After finishing his GCSEs, Fran joined the British Army and served in the infantry for four years, gaining valuable training in weapons handling, tactical maneuvers, and leadership skills, reaching the rank of Lance Corporal. Upon leaving the military, he pursued his dream of becoming a police officer, applying to different departments across the UK with little success.
Fran's ambition led him to move to San Fierro, California, where he was offered a position as a SWAT team member in the San Fierro Police Department. Although he had been trained by the British Army, he found the American police tactics and procedures very different. It took him some time to adjust to the new work culture, but he eventually became a respected member of the team, and reached the rank of Sergeant.
However, despite his hard work and dedication, Fran faced difficulties fitting in with his colleagues. He found it challenging to make friends and felt isolated from the rest of the team. He struggled to adapt to the American way of life, missing his hometown and family back in England.
Current Day
After seven years in San Fierro, Fran decided to transfer to the Los Santos Police Department, hoping for a fresh start and a chance to prove himself. He was excited to work in a new environment and challenge himself further, but he was also nervous about the new team dynamics he would encounter. These worries were compounded when, due to a filing error, his ranking paperwork was corrupted and he was forced to restart his career from the bottom up as a Cadet.
Despite the challenges, Fran remained committed to his passion for law enforcement and his desire to make a positive impact in his new community. His experience in the British Army and as a SWAT team member had given him the skills and mindset needed to face the challenges of his new job, and he was determined to excel in his new role in the Los Santos Police Department.
Personality
Fran is a softly spoken individual who frequently comes across as overly formal and posh, due to his accent and manner of speaking. However, this belies a steely core from his time as a soldier and later a SWAT officer. He has faced down hardened criminals on multiple occasions in his career, including being taken hostage in an attempt to exchange him for senior gang members when they were arrested, and shown little to no fear.
Much like Rebecca Armitage with Vice City, his time in San Fierro has exposed him to some of the worst elements of the West Coast, and while he will always go by the book, he takes an aggressive stance on dealing with criminals. The two have struck up something of a friendship having similar outlooks on gangs within the city and having joined LSPD at roughly the same time in similar circumstances.
